How Karachi is so different from the rest of Pakistan.

Election 2008 has a lot of surprises in it. First of all it comes as a big surprise that the elections were relatively free and fair and by and large all the parties have accepted the election results. The second surprise came as the turnout in the elections was much higher than expected. The third surprise was the elections were held in a relatively peaceful environment. All of these surprises have come as pleasant surprise to the Pakistani people. There are other aspects of the elections 2008 which are not that surprising. For example complete washout of MMA in NWFP and poor performance of Qaaf league in whole Pakistan. But one thing which is neither a surprise nor an expectation is the result from Karachi. In a word they were "strange" results. Strangely enough MQM was not affected by 12th May or the unpopularity of General (R) Musharraf. We must remember that MQM is the most vocal supporter and the only favorite party of the Retired General. Besides that MQM was also the most vocal critic of the Judges and was the only party that actually opposed the lawyers movement. And stangely again not only MQM was not affected but instead got more votes and more seats then ever in Karachi. Certain analysts attribute the victory of MQM to their development work during the last 5 years. Looking at the following table, average turnout in Karachi is more than 50% , turnout is exceptionally high in the constituency where MQM is the winner , moreover their is a very high increase in registered voters over the year 2002. Besides that win margin in the constituencies where turnout is high is also high. On the other hand in the constituencies where PPP is winning the turnout is exceptionally low. If we compare the results with the voters turnout in Lahore, the turnout is very low and most importantly the increase in votes over election 2002 is very low, in two constituencies the voters have actually decreased.

In an interesting interview with Jamima Khan, General (R) Musharraf told her that PML-Q and MQM will win the election.

Last time I visited him here in Rawalpindi he gave me a spookily accurate prediction of the imminent election results, which suggested information more than insight. Who will win this election? His answer is definitive. The PML-Q (the party otherwise known as the King’s Party, assembled by President Musharraf himself six years ago to legitimise his “managed” democracy) allied with the Muttahida Qaumi Movement will “certainly have the majority. Whether they’ll be able to form a government is a question mark.” This contradicts all the recent opinion polls, which have shown that the popularity of his favoured party is right down, at just 12 per cent. I point out this out to him.

PML-Q spends 174 million rupees (US$ 3 million) on tv ads.

According to the report released by Centre of Civic Education Pakistan, PML-Q spent 174 million rupees on television advertisments during the period on December 11, 2007 till February 12, 2008. This is 7 times more than PML(N) spending of 24 million rupees during the same period which was second in tv. ads spending. This cost does not include the print media advertisements and hoardings and other election expenses including the renting of helicopter by Pervez Elahi for the election campaign.

According to Election commission rules a party must submit the report of its revnue and expenses every year, interestingly for year 2007 , PML-Q revnue was only 40 million rupees.

 

The Centre monitored paid political broadcasts on major television channels.

  • The PML-Q emerged as the major advertiser it had 12,278 adverts of total duration of 105 hours. Estimated cost of these adverts according to channels tariff cards becomes PKR 175.84 million. The PML-Q’s adverts appeared on 34 channels including Pakistan Television.

  • The PML-N had 463 adverts of total duration of 17 hours 49 minutes. Estimated cost of these adverts according to channels tariff cards become PKR 24.26 million. The PML-N adverts appeared on 17 channels including Pakistan Television.

  • The PPP had 2343 adverts of total duration of 18 hours 33 minutes. Estimated cost of these adverts according to channels tariff cards become PKR 15.89 million. The PPP adverts appeared on 19 private channels.

  • The ANP had 4 adverts of total duration of 1 minute, 17seconds. Estimated cost of these adverts according to channels tariff cards become PKR 12,501. The ANP adverts appeared only on one private channel.

  • The PML-Functional had 665 adverts of total duration of 10 hours, 19minute, and 56 seconds. Estimated cost of these adverts according to channels tariff cards become PKR 1.3 million.

  • The PML-Mahar Group had 94 adverts of total duration of 35 minute, and 19 seconds. Estimated cost of these adverts according to channels tariff cards become PKR .45 million.

  • During this period Election Commission of Pakistan in co-operation with United Nations Development Program ran voters awareness campaign for 11 hours, 31 minutes and 58 seconds. Its 1071 adverts appeared. Estimated cost of these adverts according to channels tariff cards become PKR 24.24 million.

  • The MQM did not opt for TV adverts campaign and adopted a novel way to get publicity besides advertising on Local Cable Networks, the City District Government of Karachi has placed 12 supplements (we monitored only two Karachi based newspapers) and 23 adverts to highlight the achievements of Haqprast Nazim.

PML(Q) makes alliance with Sipah-e-Sahaba in Jhang.

PML-Q Ad.In NA-89 Jhang PML-Q is supporting Maulana Muhammad Ahmed Ludhuanvi a candidate of banned Sipah-e-Sahaba. PML-Q's candidate from PP-77 , Muhammad Yaqoob Shiekh is running his campaign in alliance with Maulana Ahmed. BBC has carried a complete report of the alliance and questions General (R) Musharraf's sincerety in rooting out extermism from Pakistan.

Not only PML-Q is in alliance with Sipaha-e-Sahaba , but recently Chaudary Shujaat Hussain had met with Maulana Abdul Aziz (Lal Masjid Fame) and has promised him to get out of the jail after the elections. The meeting was reported widely in the media.

 

40 Died in Parachinar in bomb attack on PPP elections office. (Updated)

The death toll in Parachinar blast has increased to 40. BBC Report News Agencies are reporting that
As many as 20 people were killed and several others were injured in a suicide blast outside an election office in Parachinar, confirmed hospital sources on Saturday evening. According to the initial reports, the bomb was believed to have been rigged to a car, which was parked outside the election office near Eidgah. Following the blast, the power supply to the area got cut off. Talking to media, Riyaz Hussain Shah said that he is safe. At the time of blast, he was present in the office.

PPP election monitoring cell has unveiled the master plan of rigging election 2008.

The administration has planned to rig the Elections in the following manner: 1. Where an opposing candidate is strong in an area, they have planned to create a conflict at the polling station, even killing people if necessary, to stop polls for at least 3 – 4 hours. The polling stations will be granted extended opening of thirty minutes which will not be made up for the time lost.
